Usage and nuance
In Hunter x Hunter an exam official explains 我々が試して選別しているんだ, "we are the ones testing and sorting you". One Punch Man's monsters and organizations use it the same way: 我々 makes the speaker sound like part of something bigger.
Japanese kids have a classic joke: talking into an electric fan to make their voice warble and saying ワレワレハ宇宙人ダ, "We are aliens". That is how stiff and unnatural 我々 sounds in everyday speech.
The mark 々 just repeats the previous kanji, so 我々 is 我我. Among friends people say 私たち, 僕ら or 俺ら instead.
