Usage and nuance
Taiga in Toradora says うるさい whenever she is embarrassed; so do half the heroines of romantic comedies. It can be fond or furious, and the volume tells you which.
The plain sense is still alive: うるさい音 is a loud noise, うるさい人 is a fussy or demanding person, and 味にうるさい means picky about food.
Rough speech contracts it to うるせえ (urusee) or うっせー, which is pure delinquent. The polite way to ask for quiet is 静かにしてください.
