Usage and nuance

Between two friends お前 is just casual, the way Naruto talks to Sasuke or Luffy talks to his crew. Said to a stranger or a superior it is rude, because it treats the listener as an equal or a lesser.

Older husbands in dramas call their wives お前, and it reads as old-fashioned and a little bossy. Women in anime rarely use it, so when a female character does, she is being tough on purpose.

The polite options are the person's name or あなた. Compared with てめえ and 貴様, お前 is still the friendly end of rough: it can be warm, while those two are always hostile.
